本書論述滿族從部落到國家的發展過程。全書共四章︰第一章考察元末至15世紀末滿族先民的氏族部落組織和管理機構。這段歷史是滿族形成史中最乏研究、也是本書著力最多之處;第二章考察16世紀初至1616年間滿族政治組織、軍事組織和公共權力在部落舊制度的廢墟上逐步形成的過程;第三、四兩章考察金國始建到清朝奠基(1636)20年間國家制度的遞嬗演進,從“八王共治”到汗權(皇權)獨攬,是闡述的重點。最後得出清國家產生的若干結論。

本書系作者在大量搜集滿、漢文文獻檔案資料,並盡可能地吸收國內外一切相關研究成果的基礎上完成,不失為當前滿族開國史研究中最全面、深入、系統,且具有較高水平的學術專著。
