The intention of the chief compilers (childhood friends from the Yangzi delta and Ming loyalists) was to concentrate their readers' minds at a time of impending disaster. The emphasis therefore is on practical matters of government and administrations, especially national security. The arrangement is by author and by subject matter in a chronological frame.
